Biography

Rear Admiral Musa joined Bangladesh Navy on 27 January 1985. After a year of training at the Bangladesh Military and Naval Academy, he was sent to Royal Malaysian Navy to undergo Officer’s Basic Training, becoming the first officer from Bangladesh to receive training in the Malaysian Navy. He was commissioned in the Executive Branch on 01 July 1987. He has earned the outstanding competence and high acceptability among the ranks and files of the Navy for his high level of professionalism, integrity, vision and leadership qualities.

 

The officer has an excellent blend of 39 years of professional and academic career. He served as an Instructor at the Bangladesh Naval Academy and as the Chief Instructor of the Naval Gunnery and Seamanship Schools, and also served as an instructor in the National Defence College. He has commanded six warships ranging from Patrol Craft to Frigates and lastly the flagship of Navy, BNS BANGABANDHU (Guided Missile Frigate).

 

The Admiral held significant positions at Naval Headquarters, serving as the Director of four Directorates: Plans, Submarine, Naval Aviation, and Signals. Additionally, he served as the Naval Secretary. He commanded BNS ISSA KHAN (the largest naval establishment of Bangladesh Navy) in Chattogram. As an Area Commander, he performed duties as the Naval Administrative Authority Dhaka (Capital) and Commander Khulna Naval Area (Western Naval Command).

 

The Admiral served as the Vice-Chancellor of Maritime University of Bangladesh, the only maritime university in Bangladesh. He had assumed his duties for this specialized university on January 31, 2023, as the third Vice-Chancellor. After joining as Vice Chancellor, he had taken initiative to promote co-operation with various reputed international maritime organizations for joint research, academic exchange in maritime co-operation programme. He had also started 1st Maritime Business Incubator named (Startup Blue) to generate innovative business idea and promote entrepreneurship for maritime sector.

 

Before that, the Admiral served as the Chairman of Mongla Port Authority (2nd biggest Seaport). Despite the Covid-19 pandemic, the Port handled a record number of ships and cargo thereby making a new record earning revenue ($48 Million USD); which is the ever highest in the 70 years of history of Port. During his tenure, the Admiral worked relentlessly to develop the port and transform it into an international standard port to serve as South-western gateway as well as a hub for regional connectivity.

 

The Admiral has a number of extraordinary achievements in his distinguished career. As the Captain of the flagship of Bangladesh, he received ‘National Standard’ from the Hon’ble Prime Minister for outstanding contribution both at naval and national levels. While performing the duties of Commander Khulna Naval Area (Western Naval Area Commander) received the prestigious ‘National Standard Award’ from Hon’ble President. The Admiral has also received peace time award 'Oshamanno Seba Padak',‘Nou Parodorshita Padak’ and the newly introduced ‘National Integrity Award’ as recognition of his outstanding performance. It is to mention that as recognition of his extraordinary service to the navy, The Admiral has received the Chief of Naval Staff’s commendation award three times during his glorious career.

 

Outside the Navy, the Admiral has served as the Director of the Blue Economy Cell for the government and as Directing Staff (Navy) at the National Defence College.

 

Rear Admiral Musa is an alumni of Defence Services Command and Staff College, French Inter Forces War College, National Defence College, Royal College of Defence Studies (RCDS), UK and king’s College, London.

 

In his Academic credentials, he achieved four Master’s degrees in War Studies, English Literature, International Relations and Business Administration respectively. It is to be mentioned that he completed MA in "International Security and Strategy" from Kings College, London. He has completed M Phil in 2015, titled “Maritime Governance: Bangladesh Perspective”. On January 2021 the Admiral has achieved the milestone of completing PhD “Maritime Domain Awareness: Bangladesh Perspective” despite his highly busy schedule and commitments. The Admiral is also a fellow of the Capstone Course (2023/1) of the prestigious National Defence College, Dhaka.

 

The Admiral has a passion for research on core maritime issues, particularly Maritime Law, Ocean Governance and Policy, Sustainable Blue Economy, Coastal Zone Management and regional maritime partnership issues. He has a number of research publications in reputed journals to his credit. Admiral has attended various national and international seminars and symposiums; he represented Bangladesh in the State Party meeting at the United Nations in 2013. He attended Senior Executive Decision-Making Programme at Institute for Security Governance in California in 2019. He also attended the 12th Regional Sea Power Symposium in Italy and delivered a lecture on ‘Shaping of Navies in the Blue century’. His interviews were published in six international defence & Security Journals. His numerous professional articles were published in various Defence and Security Journals at home and abroad.

 

The Admiral is a distinguished guest speaker, keynote speaker and lecturer at various public and private Universities, including the National Defence College, Maritime Institutions/Universities, Oceanographic and Marine Research Centre home and abroad- on topics such as the Blue Economy, Maritime Security and Strategy, and Maritime Governance and policy issues. Globally, he has delivered lectures on contemporary maritime cooperation and the Blue Economy at esteemed institutions like the National Maritime Foundation in New Delhi, Gujarat National Law University, and The National Institute of Oceanography in India, Maldives National University, Yokohama City University and Japan Agency for Marine-Earth Science and Technology in Japan.

 

The Admiral Musa was a keynote speaker and the resource person of Bangladesh Oceanographic Research Institute (BORI) and National Defence College. In February 2024, he gave a lead talk at the 3rd World Ocean Science Congress (WOSC 2024) in Chennai, India. He visited Japan to deliver lecture and establish mutual cooperation among Japanese Universities and Marine Science & Oceanographic Research Organizations. Recently he visited UK & awarded the Center for Business and Economic Research (CBER) Honorary Fellowship in the United Kingdom and presented a paper as a keynote speaker at the International Conference on “ROGE 24” at Oxford University. Through each engagement, he emphasizes cooperation and progress, high lightly the path toward sustainable maritime economy and development.

 

The Admiral Musa is heading the Maritime Educational Institute of Bangladesh i.e. Maritime University to enhance the academic and research capabilities aiming to achieve maritime excellence in Bangladesh by preparing skilled human resources for the maritime institutions and industries. The Admiral is currently appointed as Assistant Chief of Naval Staff (Personnel) in Naval Headquarters. In addition, on 24 Sep 2024 he took over the duties of Chairman, Bangladesh Institute of Maritime Research and Development (BIMRAD).
